COUNCIL MINUTES The City of Terrytown Council met on Thursday, March 7, 2019, at 6:30 PM, for their regular meeting at the Housing Partners of Western Nebraska Community Room, 89A Woodley Park Road in the City of Terrytown. Notice of said meeting was published in the Scottsbluff Star-Herald according to law and council members were notified of said meeting. The meeting was called to order at 6:30 PM by Mayor Chris Perales. Council Members present were: Tyler Feil, Jerry Green, Chris Perales and Marcia Sherlock. Absent: Michael Minzey. City Clerk Tamera Leeling recorded the proceedings of the meeting. The minutes of the previous meeting were dispensed with. The Pledge of Allegiance was recited by those in attendance. Mayor Perales pointed out the location of the poster for the Open Meetings Act. There were no additions, changes, or emergency items added to the agenda. Moved by Green and seconded by Feil to approve Contractor’s Application for Payment No. 1 to Hennings Construction regarding Terrytown’s Water System Project Phase III: Meter Project in the amount of $65,519.55 pending agency concurrence. Aye’s: Feil, Green and Sherlock. Nay’s: None. Motion approved. City Administrator/Treasurer Lonnie Miller reviewed the January 31, 2019 Financial Statements. Financial Statements are available for public inspection at the office of the City Clerk. City Administrator/Treasurer Lonnie Miller discussed a Letter of Commitment for financial assistance to the Tri-City Roadrunner transit service. Tri-City Roadrunner requested $900.00 from the City for ongoing operations of the flexible route service for fiscal year 2019-2020 (July 1, 2019 to June 30, 2020). The Tri-City Roadrunner provides service to Terrytown residents Monday through Friday, every hour from 6:30 a.m. to 6:30 p.m. Moved by Sherlock and seconded by Green to approve the Letter of Commitment for financial assistance to the Tri-City Roadrunner transit service in the amount of $900.00 for fiscal year 2019-2020. Aye’s: Feil, Green and Sherlock. Nay’s: None. Motion approved. City Engineer Jeff Wolfe presented an update on the Terrytown Water Project. The Contractor’s Application for Payment No. 1 to Hennings Construction regarding Terrytown’s Water System Project Phase III: Meter Project in the amount of $65,519.55 is basically for materials that have been ordered and are stored to date and have been verified. As of now, Hennings Construction does not know when they will start due to the weather and frost in the ground. Once the weather clears and there is no frost in the ground, a revised schedule will be submitted. Hennings Construction will start on Spring Valley Lane and move to the Bellevue area. A Notice to Proceed needs to be signed by the mayor so that Paul Reed Construction can begin ordering materials that will be stored and verified for Terrytown’s Water System Project Phase II: Internal Improvements Project (Water Mains). Paul Reed Construction will not begin until June 2019. City Engineer Jeff Wolfe reported on the Medearis Sanitary Sewer Extension. Hennings Construction was awarded the contract. Currently, no materials have been ordered for the project and there is no schedule. Hennings Construction would like to coincide this project with the water meter project. City Engineer Jeff Wolfe reported on the Scotts Bluff County Transit “Bus Hut” Project. Scotts Bluff County Transit is in the process of installing and analyzing bus hut locations along their bus routes to provide shelters for passengers waiting for buses. The bus huts are constructed by Aulick Industries and the estimate cost is $1,500.00 not including the installation and concrete pad costs. Private sponsors are also being sought. Two bus huts will be located in Terrytown in the area of the Housing Authority. An additional bus hut location in Terrytown will be determined in the future. An annual agreement for street sweeping by the City of Scottsbluff was reviewed. The City does not have the equipment to perform the tasks and contracts with the City of Scottsbluff to do this work no more than three times during the year. Moved by Sherlock and seconded by Feil to approve the contract between the City of Scottsbluff-City of Terrytown concerning street sweeping on public streets in Terrytown. Aye’s: Feil, Green and Sherlock. Nay’s: None. Motion approved. An annual agreement for painting of traffic stripes and red curbs by the City of Scottsbluff was discussed. The City does not have the equipment to perform these tasks and contracts with the City of Scottsbluff to do this work no more than three times during the year. Moved by Green and seconded by Sherlock to approve the contract between the City of Scottsbluff-City of Terrytown concerning traffic stripes and red curbs painted on the principal streets of Terrytown. Aye’s: Feil, Green and Sherlock. Nay’s: None. Motion approved. An annual agreement for sewer cleaning services by the City of Scottsbluff was discussed. The most notable change is that the services offered would be for emergency cleaning events only. Routine cleaning will now need to be performed by an independent contractor. City Engineer Jeff Wolfe will contact independent contractors and provide information concerning routine cleaning services at the April 2019 City Council Meeting. Moved by Sherlock and seconded by Feil to approve the contract between the City of Scottsbluff-City of Terrytown concerning emergency sewer cleaning services. Aye’s: Feil, Green and Sherlock. Nay’s: None. Motion approved. Based on comments at the last council meeting, City Attorney Libby Stobel advised the council on what steps would be necessary should the City ever seek to annex the Bellevue Area, which comprises Sanitary Improvement District (SID) #2. At the previous meeting, Bellevue residents shared frustration confusion as their appropriate governing body, when City and County regulations and ordinances apply for differing matters. Stobel mentioned that while annexation can either voluntary or involuntary, in the past, any annexations into the city have been on a volunteer basis initiated by a respective SID or RID. In the event the SID would be interested in voluntary annexation, a public meeting and vote should take place prior to March 1 of any year, and then the matter would be referred to the City’s planning commission. The City would need to take inventory and determine liabilities of the SID before a July 1 deadline. At this time, this report was purely for the council’s information and no action was taken by the council. City Representative Kent Greenwalt reported that he attended meetings for the Platte Alliance Water System (PAWS), Panhandle Area Development District (PADD), Heartland Express and the Scotts Bluff County Airport Authority. Police Chief Kevin Spencer presented an update on the police department. Chief Spencer that 86 law enforcement officers from around the region attended a training on human trafficking. Panhandle Humane Society Animal Control Representative/Senior Kennel Tech Virginia (Ginger) Klemm presented a report on activity for January and February 2019. A majority of the calls/complaints were dog at large and letters and warning were sent. Trapping will resume when the weather warms up. The Panhandle Humane Society will have permission forms signed by residents before trapping on their property. There being no further business to come before the Council, moved by Feil and seconded by Sherlock to adjourn to the next called meeting on Thursday, April 4, 2019, at 6:30 PM, subject to the call of the Mayor.
