COUNCIL MINUTES The City of Terrytown Council met on Thursday, April 5, 2018, at 6:30 PM, for their regular meeting at the Housing Authority, 89A Woodley Park Road in the City of Terrytown. Notice of said meeting was published in the Scottsbluff Star-Herald according to law and council members were notified of said meeting. The meeting was called to order at 6:30 PM by Mayor Kent Greenwalt. Council Members present were: Jerry Green, Chris Perales and Marcia Sherlock. Absent: Cyinda Kriner. City Clerk Tamera Leeling recorded the proceedings of the meeting. The minutes of the previous meeting were dispensed with. The Pledge of Allegiance was recited by those in attendance. Mayor Greenwalt pointed out the location of the poster for the Open Meetings Act. There were no additions, changes, or emergency items added to the agenda. Region 22 Emergency Management Director Tim Newman presented a program on Emergency Management. Mr. Newman explained that the Panhandle Alert has replaced the Code Red system. A mobile command vehicle is available to counties in Region 22 to assist with disasters/emergencies. Also, a Resource Management and Tracking program has been utilized to assist with tracking personnel and equipment in a disaster/emergency area. City Council Member Cyinda Kriner submitted her resignation for her position as Terrytown City Council Member for Ward I. City Clerk Tamera Leeling read the Notice of Vacancy for the City Council Member Position Ward I. This seat will be filled at the next regular meeting on Thursday, May 3, 2018, at 6:30 PM at the Community Room at the Housing Authority at 89A Woodley Park Road in the City of Terrytown. This term shall expire on January 1, 2019. The City will be accepting letters of interest from qualified, registered voters interested in being appointed to the City Council. Letters must be received by the City Clerk by 5:00 PM on Friday, April 20, 2018. Moved by Perales and seconded by Sherlock to approve the resignation of Council Member Cyinda Kriner. City Administrator/Treasurer Lonnie Miller reviewed the February 2018 Financial Statements. Mr. Miller also discussed the findings of the annual audit reports. Anton Collins Mitchell, L.L.P. (ACM Accountants) conducted a City of Terrytown Financial and Compliance Report. The audit indicated clean opinions and a good report. City Administrator/Treasurer Lonnie Miller recommended the hiring of Robert Blanco, Jr. for the City’s seasonal parks maintenance employee position, a position he has held for the past two summers. Mr. Miller requested Mr. Blanco’s start date to be effective as of April 2, 2018, and proposed a rate increase of 35 cents per hour bringing the rate of pay to $10.15 per hour. Moved by Green and seconded by Perales to hire Robert Blanco, Jr. as a seasonal employee effective April 2, 2018, at a pay rate of $10.15 per hour. Aye’s: Green, Perales and Sherlock. Nay’s: None. Motion approved. Ordinance No. 445 was read which prohibits parking on the northwest side of Terry Boulevard (from Woodley Park Road/Canal to the dead end). Two residents appeared who reside on the effected portion of Terry Boulevard and commented in favor of the no parking ordinance. The Council did not waive the three readings of this ordinance to allow the residents on Terry Boulevard (from Woodley Park Road/Canal to the dead end) ample opportunity to address the Council with concerns that they may have. City Engineer Jeff Wolfe presented the plans and specifications for Phase 2 of the Terrytown Water Meter Project. The next phase which has been delayed to obtain the final easement for a mobile home park in Bellevue, which will include the installment of water meters throughout the community and new mains. The State of Nebraska requires approval of the plans and specifications from the Terrytown City Council before work can begin. City Engineer Jeff Wolfe explained and requested approval of Resolution 18-03 which requires by Nebraska law that the City of Terrytown and the City of Gering to develop a joint storm water management plan. Both cities also have a joint plan with the City of Scottsbluff. Moved by Sherlock and seconded by Perales to approve Resolution 18-03 to develop a joint storm management plan between the City of Terrytown and the City of Gering. RESOLUTION 18-03 WHEREAS, The Nebraska law requires that the City of Terrytown develop a Storm Water Management Plan; and WHEREAS, The City of Gering is also required by Nebraska law to develop a Storm Water Management Plan; and WHEREAS, The Cities of Gering and Terrytown have developed a joint Storm Water Management Plan in accordance with NPDES Storm Water Discharge Authorization Number NER310000; and WHEREAS, The Joint Storm Water Management Plan was submitted and examined by the Terrytown Council at the regular meeting conducted on April 5th, 2018; and WHEREAS, The City Council believes the plan is appropriate and should be approved. NOW, THEREFORE, BE IT RESOLVED, by the Mayor and City Council of Terrytown, Nebraska, that the Cities of Gering and Terrytown, Nebraska Storm Water Management Plan is hereby approved. PASSED AND APPROVED this 5th day of April, 2018 Kent Greenwalt, Mayor Tammy Leeling, City Clerk City Attorney Libby Stobel announced that the City of Terrytown Board of Health would be conducting a meeting on Tuesday, April 10, 2018, at 6:30 PM at the Community Room at the Housing Authority at 89A Woodley Park Road in the City of Terrytown. City Attorney Libby Stobel reported that Municipal Codes Services, Inc. has delivered the draft copies of the municipal code books. Municipal Code Services, Inc. reviewed and analyzed existing ordinance to ascertain if they comply with current state statutes and have incorporated existing ordinances. The Municipal Code Book Committee has met and sections have been assigned to the members to review and discuss at future meetings. Police Chief Kevin Spencer reported that the Scottsbluff Police Department responded to 153 calls between January, 2018-March, 2018 and a total of 820 calls during 2017. City of Terrytown’s contract with the Scottsbluff Police Department for police services is $92,200.00 annually, and has not increased since 2006, so it is likely that Scottsbluff will be seeking to adjust this during the budget process. The Computer Aided Dispatch and Records Management System will be live in October and will be a county-wide program that will allow agencies to share the system and the data. An amended annual agreement for painting of traffic stripes and red curbs by the City of Scottsbluff was presented and discussed. The City does not have the equipment to perform these tasks and contracts with the City of Scottsbluff to do this work no more than three times during the year for $55.00 per hour, per man for labor (two men total), $65.00 per hour for paint machine, $30.00 per hour for a walk behind paint gun and $30.00 per hour for a pickup. A fifteen percent administrative fee will also be added to the final cost. Moved by Green and seconded by Sherlock to approve the contract between the City of Scottsbluff-City of Terrytown concerning traffic stripes and red curbs painted on the principal streets of Terrytown. Aye’s: Green, Perales and Sherlock. Nay’s: None. Motion approved. An annual agreement for street sweeping by the City of Scottsbluff was also reviewed. Moved by Green and seconded by Sherlock to approve the contract between the City of Scottsbluff-City of Terrytown concerning street sweeping on public streets in Terrytown no more than three times during the year at a cost to the City of $55.00 per hour, per man for labor, $85.00 per hour for the street sweeper. A fifteen percent administrative fee will also be added to the final cost. Aye’s: Green, Perales and Sherlock. Nay’s: None. Motion approved. The Council reviewed and tabled the Tri-City Roadrunner request for funding of $1,000 for Fiscal Year 2018. Prior to approval by the Council, the City wants to know if an additional bus stop can be added at the Carpenter Center Building located at 116 Terry Boulevard. The Council members consider this location one of the most highly traveled locations in the City and they would like a bus stop added, and moved to table this matter pending further discussion with Tri-City Roadrunner. Panhandle Humane Society Executive Director Amy Bartholomew and Senior Kennel Technicians Casey Belic and Lauren Brock addressed the Council regarding an ongoing problem of feral cats in Terrytown. Areas surrounding Hazeldeane Drive and South Street are being overrun with cats, cat feces, and vomit. Abandoned mobile homes and trash piles in this area, together with residents feeding these animals are together contributing to this feral cat problem. Humane shelter staff trapped 25 cats within five days. Some of the cats had broken legs, missing eyes, open sores, and hair loss from disease. With so many cats in one location, diseases like distemper and rabies become a concern, as these spread quickly and can be passed to humans. Patriot Parks Manager Cinda Munoz advised the Council that they are working with the Scotts Bluff County Sheriff’s Office to obtain titles to abandoned trailers so that the trailers can be removed. Removing the abandoned trailers and cleaning up the trash may help to remedy the feral cat problem. Abandoned mobile homes and trash piles are contributing to the larger health problem of feral cats, as they provide shelters for cats to breed. Meanwhile, as this is serious concern to the health and safety of the citizens of Terrytown, Patriot Parks and Humane Society is looking to educate the citizens of Terrytown about the consequences of feeding feral cats. There being no further business to come before the Council, moved by Sherlock and seconded by Green to adjourn to the next called meeting on Thursday, May 3, 2018, at 6:30 PM, subject to the call of the Mayor.
